At Terra Foundation, we help bridge the gap between development and environmental stewardship. As a full-service environmental consulting firm, we provide practical, science-based solutions that keep projects moving while protecting the natural resources that make our communities stronger.
Who We Are
We are environmental professionals with extensive experience in wetland science, stream restoration, regulatory permitting, ecological restoration, and mitigation planning. Our team works with clients and government regulators to solve complex environmental challenges. We believe that conservation and development don't have to compete - they can work together when guided by thoughtful planning and sound environmental practices.
As a nonprofit environmental consulting firm, we also own and manage In-Lieu Fee (ILF) stream and wetland mitigation programs. That unique perspective allows us to understand both sides of the mitigation process. From project permitting to long-term ecological restoration, we help our clients make informed decisions that save time and reduce uncertainty.
What We Do
Environmental regulations can be complicated, but navigating them doesn't have to be.
Our services include:
Wetland and stream delineations
Threatened and endangered species assessments
Environmental permitting and regulatory coordination
Section 404 and Section 401 permitting support
Ecological restoration planning
Mitigation strategy development
In-Lieu Fee mitigation credit sales
Long-term mitigation site management and monitoring
Whether you're in the earliest planning stages or need mitigation credits to satisfy permit requirements, our team provides guidance every step of the way.
What exactly is an In-Lieu Fee program?
When unavoidable impacts to wetlands or streams occur, federal and state regulations often require compensatory mitigation. An ILF program allows permittees to satisfy these mitigation requirements by purchasing credits from an approved program rather than constructing and maintaining their own mitigation project.
Those funds are then used to restore, enhance, or preserve aquatic resources within the same watershed, creating lasting environmental benefits while allowing development projects to proceed efficiently.
For many clients, ILF mitigation offers:
A predictable permitting solution
Reduced long-term liability
Faster project delivery
Professionally managed restoration projects
High-quality ecological outcomes
Why Environmental Consulting Matters
Environmental consulting isn't just about checking regulatory boxes—it's about anticipating challenges before they become costly delays.
Our team helps clients navigate environmental regulations, identify potential impacts, and develop strategies that minimize environmental risk. From wetlands and streams to threatened species and habitat restoration, our goal is to help every project make informed decisions that benefit both people and the environment.
Good environmental planning saves time and reduces uncertainty leaving everyone feeling confident for the future.
